Capital of Ilfov County[edit]

What is the capital of Ilfov County? I have heard from various sources that the capital is either Buftea, Bucharest or Otopeni. Bucharest is, as far as I know, the actual administrative seat of the county, back from when it was a "sector agricol", and the prefecture of Ilfov is in Bucharest. How about Otopeni and Buftea? Do they house any county institutions, or are they mentioned anywhere officially as residences of the county, or is it there just a proposal to move the county institutions there?
