Title of Article and in Summary[edit]

According to the Legislative History, "Implementing Recommendations of the 9/11 Commission Act of 2007" is the old name of the house passed version of the bill and in conference it was renamed "Improving America's Security Act of 2007" so that should be the name of this article and in summary.
