Water Decade failures?[edit]

Note that Village-level operation and maintenance (pumps) seems to suggest (though the wording isn't precise) that the Water Decade was a failure:

Unfortunately this top down approach led to the installation of pumps, notable the India Mark II, that were difficult to maintain.
