WP:TWODABS states that "...where no topic is primary, the disambiguation page is placed at the base name." Furthermore, WP:OTHERSTUFF exists to a very high degree, as confirmed by a glance at the 318,629 listings under Category:Disambiguation pages with short descriptions.
