This article is greatly improved and I don't see any reason for a PROD tag anymore. The main difference here is that it's about public service and not for-profit lobbying groups. I might also suggest the change of a few words in the person life section be changed; the reference says he "drafted" and not "wrote" that PEO and it was the "foundation for" and not "used in" post-9/11 matters. It's good to slightly mix up what would otherwise be just a dull quote, but those two things in particular are major claims to significance and are possibly of historical note.
