I disagree with the user's assessment that the station should be deleted because its hyper local, and fails to meet WP:NRADIO. Reading WP:NRADIO, the following sentence can be found: "Notability can be established by either a large audience, established broadcast history, or being the originator of some programming". The mere fact that the station has an FCC license provides notability. I can understand if the station relays a national network and has NO local programming. However a glance at the wikipedia article itself shows a source from the Salt Lake Tribune, a large regional newspaper, that discusses the radio station. The article noted that the station provides LOCAL content, including City Council meetings, and high school football/basketball games etc.
I have zero issue deleting LPFM articles where stations are simply a relay for major networks. Those articles belong as redirects. A rural LPFM that serves a small community in Utah, and provides that community with news, sports, and city council meetings? That seems notable enough to me. I believe deleting "hyper-local" radio stations that actually provide their community with noted benefits is a dangerous precedent. I second Milonica's disagreement with the PROD and the user's assessment that this page should have been deleted. As such, I updated all the FCC links, as they were completely out of date. They were linking to the old "fjallfoss" system, which is no longer in use. Second, I cleaned up some of the RefCruf within the text article, which will make editing a little more easier. All refs are transcluded into the article from their references at the bottom. It's neater that way. Third, I added a link to the station's schedule (via the station's website) which shows their coverage of local city council meetings and high school sports games. I did leave the Salt Lake Tribune article within, but the link to it was dead, and unfortunately I could not find another. BUT, it is a newspaper so that will always exist, so that can always be used with or without as link. :) Fourth, I added station website and station webstream links, plus a station logo. While decorative, this is part of WPRS standards.
In all, this added 2,916 characters to the page (probably most in references), but enough that it is comfortably out of Stub and well into Start class. This also puts it well within NMEDIA and WPRS standards (even though it was already), as well as GNG.
