Kamen Rider Skull[edit]

On the List of Kamen Rider Decade characters (New Worlds) article it says that Skull is a fake Kamen Rider cover used by the Dummy Dopant. But this article makes it sound like Kamen Rider Skull was a real Kamen Rider.
