Is this the natural redirect target, or should it be disambiguated? (City of Lincoln Council)[edit]

I found this redirect when searching for the page City of Lincoln Council - being from the UK and not knowing about the history of scouting in the US, the current redirect target was a little unexpected for me. Do people think it might be worth converting the redirect page to a disambiguation between the two Lincoln Councils?
