The article says that most position holders have been friends to Presidents, and that "Marshall Green was a conspicuous exception"

Why is he a conspicuous exception?

The current position holder (Chargé d’Affaires Michael Goldman) is also a career public servant "A career member of the Senior Foreign Service, Mike joined the State Department in 2000."
