Anode or Cathode?[edit]

Anode is positive, cathode is negative, if it is used as the positive electrode, it wouldn't be the cathode, right? My question and understanding is since it is oxidized, it would be the anode: or the +(positive) electrode? Why would it use the third oxidation state and not the second? Thank you.
