Arkansas & 20th Century[edit]

So; "Long line rider was a person in the Arkansas prison system of the twentieth century who supervised inmates, particularly In the area of field production."

Does that mean that other states did not have them? Texas? Louisiana? Why are they exclusive to Arkansas? Patented or copyrighted?

Only in the 20th Century? They did not have them in the 19th Century? Didn't have horses then?
