City and District[edit]

So, the Mandalay City Development Committee governs the entire district (all seven townships) as a consolidated municipal/local government? Or, are the townships municipal/local governments in their own right, and the district is equivalent to a "county" kind of government? --Criticalthinker (talk) 09:10, 4 November 2014 (UTC)[reply]
