Links would also have to be checked - the only link from the draft namespace https://en.wikipedia.org/w/index.php?title=Draft:Jon_Melby&oldid=1005872553 looks like it was intended for the city of Maricopa, Arizona although the place mentioned (Estrella Sailport) is in an unincorporated area of Pinal County between the city and Maricopa County. Like others who oppose above: in terms of common, long-term usage by most news organizations and other reliable sources in the U.S. regarding their cities and counties, just entering "Maricopa" appears to almost always refer to a particular city or town, and never refer to a county.
