"by the Castro regime" Are we going to allow non-neutral PoV now for "enemies of the state"? There is no such thing as "the Castro regime". That term is extremely biased. If you want to be fair and truthful, just say "Castro" - or perhaps, the "Castro Administration". Would it be fair to use the term "Trump Regime"? Actually the word "regime" seems appropriate wrt Castro. The definition (from Oxford) being "a government, especially an authoritarian one".
