I'm unsure of general Wikipedia policy about strange cant phrases in official government descriptions, but I'd quote the "Ontario Fair Assessment System", to indicate that that's not the opinion of Wikipedia, but instead of the proposers of the system. Feel free to revert this if it's ultra vires.

There is also some concern about the public policy changes that flow from this scheme, with persons on fixed incomes and/or who have suffered nearby development being put at a disadvantage.

Added a "Controversy" section, for interested person to add to, and attributed claims to their putative authors. I encourage appropriate contribution to the discussion. [I'm unaffected by MPAC in Toronto, but have public-policy concerns with the legislation. In Marmora, I theoretically could be affected, as I have a cottage in the woods. Thus far I have not seen any deleterious effects]
