Purpose?[edit]

It seems that this was about the right time to be a replacement for the unbuilt Delaware-St. Lawrence Expressway ("Beginning from a point on New York touring route seventeen, as determined by the commissioner, thence generally northerly through the Rome-Utica area and continuing northerly to a connection or connections with existing state highways at or near the Saint Lawrence river in Saint Lawrence county, as determined by the commissioner.") Could it have been a consolation prize for the areas south of Ogdensburg? --NE2 16:06, 27 July 2021 (UTC)[reply]
