non-neutral plasma article[edit]

I have made several changes to address the criticism that the article was not sufficiently detailed for a lay reader. I have added sections explaining the plasma equilibrium and the correlation properties. The article is also no longer an orphan. It is linked to by the main plasma wiki page.
