It was a municipality a long time ago (early 1800s), but it never was a city - the city of Narvik did not exist then. Orcaborealis 10:43, 16 July 2007 (UTC)[reply]
Any settlement falls within the scope of WPCities. As it is listed as a former municipality, that suffices for inclusion. I was a little surprised myself as I always thought of (without first-hand knowledge, mind you) Ofoten as more of a district or landscape, and those fall outside the project's scope.
