@2602:306:CD9B:E9A0:5560:1889:FD95:84E: No, this article is about a proposed team from a few years ago that failed to launch. Different franchise than the one currently owned by Rayo Vallecano. They are related in that the owners of this franchise operate Rayo OKC as it is described in the lead of this article. A template at the the top to disambiguate should suffice.
