PRRC Chairperson[edit]

Hi! I just edited this article and there is something I just cannot understand. According to EO 54 and 65, the chairperson of the PRRC should be the DBM Secretary or his/her representative, this was later amended in 2019 via EO 90 making the DENR Sec the chair. But in 2010, Gina Lopez was appointed by then-President Aquino as PRRC chair.[1] Am I missing something? I mean, Gina could be appointed a member of the PRRC Board of Commissioners because the President can appoint 3 private sector members, but she was appointed chair, which should have been occupied by Aquino-era DBM Sec.
