Within article on the Nyingma it is written:
"There was never a single "head of the lineage" in the manner of either the Ganden Tripa or Dalai Lama of the Gelugpa, the Karmapa of the Karma Kagyu, or the Sakya Trizin of the Sakya. It was only recently in exile in India that this role was created at the request of the Tibetan Government in Exile, and it is largely administrative. Nevertheless, the lamas who have served in this role are among the most universally highly regarded. They are:

• Dudjom Rinpoche (c. 1904–1987), served from the 1960s until his death.
• Dilgo Khyentse Rinpoche (c. 1910–1991), served from 1987 until his death.
• Penor (Pema Norbu) Rinpoche (1932-2009) served from 1991 until retirement in 2003.
• Mindroling Trichen Rinpoche (c. 1930–2008), served from 2003 until his death.
• Trulshik Rinpoche (1923-), served from 2010-present. Selected after Chatral Rinpoche declined the position.[11]"

In 1992 HH Penor Rinpoche was elected the Supreme Head of the Nyingmapa, the oldest of the schools of Tibetan Buddhism. He served in this post until 2003 at which point he retired from his duties and was succeeded by the late His Holiness Mindrolling Trichen Rinpoche. (As of February 21, 2008, a new head of Nyingmapa has not been elected.)

The position, a ceremonial and administrative role created in the wake of the Tibetan diaspora, is conferred upon those lamas held in the highest esteem by a consensus of Nyingma lamas, Rinpoches, tulkus, and khenpos. Penor Rinpoche himself succeeded H. H. Dilgo Khyentse Rinpoche.

Head of the Nyingmapa

Within the Nyingma school there was no main throneholder; thus, upon onset of the Tibetan diaspora, there was a request from the Tibetan Government in Exile to the Nyingmapa followers to request someone to be such a representative: someone of the highest esteem who could be responsible for all of the Nyingma followers. Request was usually made during Nyingma Monlam Chenmo in Bodhgaya.

• Dudjom Jigdral Yeshe Dorje (c. 1904–1987), was unanimously requested to become first Head of the Nyingmapas and served from the 1960s until passing away.
• Dilgo Khyentse (c. 1910–1991), was requested to become second Head of the Nyingmapas and served from 1987 until his passing away.
• Drubwang Padma Norbu Rinpoche (1932–2009), was requested to become third Head of the Nyingmapas and served from 1991 until retirement in 2001.

• Katok Getse Rinpoche (1954-2018), Was asked to assume the role in 2018 for the agreed 3 year rotation period, has accepted but passed away before completion of the term.
• Dzogchen Rinpoche(b. 1964) Was asked to assume the role in 2019 for the agreed 3 year rotation period but declined.
• Shechen Rabjam Rinpoche Was asked to assume the role in 2019 for the agreed 3 year rotation period but declined. Issuing the statement which with everyone's agreement resulted in the position responsibilities transfer to the head of Nyingma Monlam Chenmo.
  

Two years later, at the 31st Nyingma Monlam, repeated requests were made to Kyabje Shechen Rabjam Rinpoche to accept the position. Rinpoche replied that “with the insistence of a continued appointment of a ‘head of the tradition’, there is a danger that it may bring more harm than benefit to the Nyingma lineage”. Rabjam Rinpoche went on to say that there isn’t a need to appoint a Head of Tradition. He suggested that as the Nyingma Monlam involves all Nyingmapa organizations, and as the appointed head of the Committee is already engaged in activities concerning the benefit of beings and the teaching of the Buddha, it would be adventitious if they would assume the duties previously undertaken by the lineage head. The committee has decided to implement the suggestions made by Rabjam Rinpoche. The organization committee, in addition to its work and commitment to the welfare of beings, “will also take the responsibility to continually select and request high lamas and responsible individuals from the various Nyingma institutions to lead the Monlam Committee and act in accordance with the above. -As quoted at the time in phayul.com

Entry for the Penor Rinpoche Yangzi should read The Fourth Drubwang Pema Norbu Rinpoche, Mingyur Dechen Garwang Zilnon Dorje. The young incarnation is not 12 Palyul Throneholder, Kyabje Karma Kuchen Rinpoche is.

There should be a link to each Penor Rinpoche page on the wiki system, even if they do not exist yet.

The Seagal tulku

Why does this article not mention Penor Rimpoche's annointing of Steven Seagal as a tulku? It has had a serious effect on his reputation among some westerners, and (so I understand) among many tibetans.

I notice that the Seagal article also lacks any mention of this startling decision (although the article is tagged 'Tulku').

Well, Hello there. I was in attendance in the Upstate NY retreat temple when Kyabje Penor Rinpoche told us that he himself has no doubt that his disciples are following him and his advice. In other words it is issue of common sense and goes along these lines. If you are a Westerner or not a follower of Late Penor Rinpoche your esteem of this Lama is up to you. If you are a follower of this Lama, then it is highly likely that everything is just fine, in your understanding. So, yes everyone is entitled to their opinion. And my personal opinion is that recognition of Stephen Seagal as an incarnation may have benefited the Stephen Seagal and in the same time unlikely changed anything, it is not like it actually changes anything. As it is said, it is not important what you did, did not do, might have done in a previous life. It is however very important what you do in this life. One of the obvious things that many know is that Stephen Seagal is a famous actor who made many entertaining movies to a tune of a few million dollars, out of which he supported a lot of Dharma activities and it is great. There are so many people that never get to make a few million dollars and then also so many that did and never spend a dime on any Dharma activity. So, not even sure why so many people like to point in direction of this, then have nothing to say. If you think something is wrong with this, it is just fine to think that. Is it a big deal for followers of Late Penor Rinpoche, what some one may think? no. All that this recognition did on some level is welcomed Stephen Seagal into the Palyul Tradition in this life, and no one was responsible for the Palyul Tradition at that time but Penor Rinpoche. Kyabje Penor Rinpoche had to find and recognize hundreds of incarnations. With a wish for benefit of every one and best wishes, may our connection through wiki be auspicious! Head of the Nyingmapa

This section lists various people who have been invited to become head of the Nyingmapa. None of them is Penor Rimpoche. So why is this section here in this article?

I propose to delete the section.

Ah - the list incudes "Drubwang Padma Norbu Rinpoche", which is Penor. It is written elsewhere as "Pema Norbu", which is confusing. I'll clarify that list-entry.
