A powerhouse is a place where energy is converted to , usually , electric power for transmission to elsewhere. Generators could be driven by water via turbines or wheels, or burning fuel to create steam to dri; substations change one form of electricity into another, such as change from high voltage, economical for long distance but dangerous for use, to low voltage, safe for shorter distribution and use, or in this case, probably the converssion of high voltage alternating current to lower voltage, e.g.; 600 volts direct current for use by railway traction motors.
