Category for stuff located _IN_ the Phillips Community

I'm updating a page for a location within Phillips Community, and I would like to attach a Category tag to it for Phillips, but NOT do so in a way that makes it seem like my location is a neighborhood. How do I create such a category?
The next logical step would be to duplicate this for ALL of the communities and/or neighborhoods.
