"Institutionalized"?[edit]

  • The article says the following: In 1941 it was institutionalized in the NDH as the title of first the Prime Minister (1941-1943), and then the Head-of-state (1943-1945).
  • Really? From all the sources I consulted Poglavnik was always synonymous with Pavelić. I cannot find a single shred of evidence that the title actually had anything to do with any government office. The only document I know of which officially proscribed the title was the UHRO statute. However, if I am wrong it shouldn't be a problem to prove otherwise, preferably by citing the Constitution of NDH. There must be a copy of it somewhere and I find it hard to believe that the constitution failed to define the role and office of "Poglavnik" IF it really had any government function. Office of Ustashe Poglavnik was created in the UHRO (Ustashe Movement) in 1933 as croatian ustashe leader. When Independent State of Croatia was proclaimed in 1941, it was proclaimed the head of government is Ustashe Poglavnik. Independent State of Croatia had no written constitution, and its laws were drafted by the Poglavnik himself.

When Ustashe offered the Croatian crown to the italian prince in 1941, titular King was Tomislav II which he was never crowned nor did he ruled in any way. In that sense Poglavnik was de-facto Head of State and Government and de-jure Head of Government, in 1943 after King-Designate abdicated when Italy surrendered, Poglavnik was de-jure Head of State which he was de-facto Head of State from 1941.

Again, Croatia at that time had no written constitution, Head of State was self-proclaimed and all state laws were adopted by Poglavnik himself.
