It clearly isn't. It breaks several of the manifesto rules: "The sound must never be produced apart from the images or vice versa" (there's an orchestral score at several points), "The film must not contain superficial action" (there are weapons, etc.), and "The director must not be credited" (Carax is credited). There are also a few very stylized sequences.
