Updating table/map to include the two PUCs in Texas[edit]

From my understanding, Texas has two public utility commissions—the Texas Public Utility Commission, and the Railroad Commission of Texas (which, confusingly, does not regulate the railroads anymore, but still regulates gas utilities among other industries). However, only the former of the two (TPUC) was listed on the page, so I added the latter (RCOT) above it, as I assume they are listed in alphabetical order.


I am not sure if this is a comprehensive list of all utilities in each state, but I did notice that Massachusetts has two entries, so I assume all PUCs are to be included. However, if this page is supposed to be a full list, I notice that the map created by @Raynevandunem might not be fully depicting that Texas has two PUCs that have different practices of choosing commissioners. It is a useful and well-designed map, and I think it should be updated, especially given the importance of public utility commissions and the confusion around the Railroad Commission of Texas.
