Started article and wp:notability note[edit]

I started this article as a stub and will build it in place. Frese is both real world notable (at the time of his death in 2012 he was arguably the most prominent living figure in the realm of canoeing in North America, and has received extensive in-depth wp:notability-suitable coverage.)
