The uruguayan expropriation law No. 3958 of March 28, 1912, provides a different causes to make statements for public utility or need, including the opening, widening, rectification of streets, avenues, “ramblas”, roads, bridges, squares, “plazuelas”, gardens and bands adjacent to avenues, squares, “ramblas” and promenades for the construction of public architecture and location especially in harmony with passage.
