Regional Planning Councils → Florida Regional Planning Councils – Per WP:PRECISE and WP:PRIMARYTOPIC. This is a Florida specific article but the name combines three common words. If you Google the phrase, the top result is for the National Association of Regional Councils in Washington, D.C. While we don't have an article for that organization yet, the fact that there's a national trade group means there's a lot of these around the country. Oppose. A Google search indicates that there are no other entities with this name, so there's no need to further disambiguate, given that the WP:COMMONNAME and WP:CONCISE name is as per the current title.
