Appointed from India or London?[edit]

I understood that the governors of the Straits Settlements were appointed from Bengal until the SS became a Crown Colony in 1867, meaning that Ord was the first to be appointed by the Colonial Office. I don't have specific information about Fullerton, but the reference here to his being appointed in London looks like it might be a mistake.
