Morgan has been one of the most important behind-the-scenes figures of the Blair administration. It would be nice to see this article expanded greatly. OK...in an article in today's Telegraph, (http://www.telegraph.co.uk/education/educationnews/10425343/Schools-should-admit-children-at-two-says-Ofsted-chief.html#disqus_thread), she recommended that children start school at 2.
