Signed?[edit]

The lede indicates that the accords were signed in 1996, but the body seems to indicate that the two sides could not agree on and did not both sign any particular version. Am I missing/misunderstanding something? –Roscelese (talk ⋅ contribs) 21:14, 10 June 2018 (UTC)[reply]
