Expansion of the jurisdiction of Hyderabad Urban Development Authority.

The Government of Andhra Pradesh vide GO Ms no 274 MA 20-4-07 have expanded the jurisdiction of HUDA as the first step towards the constitution of Hyderabad Metropolitan Development Authority (HMDA). Once the HMDA is constituted the HUDA will be incorporated in the HMDA.

Why Expansion and why HMDA?

In the last few years Hyderabad has emerged as one of the most important Indian cities in terms of modern technology level of investment and a progressive outlook. Hyderabad region has an estimated 2007 population of nearly 80 lakhs spread over nearly 2300 sq km. In the same area more than 100 Gram Panchayats and one Greater Hyderabad Municipal Corporation are functioning. Consequently the physical growth of Hyderabad is rapidly overflowing beyond the former jurisdiction of urban development Authorities.

The expansion now made therefore brings under HUDA’s purview the extensive development activity and real estate projects that are taking place outside the earlier jurisdiction of HUDA. It may be of interest to look at the exents of some of the major UDAs in India:

How does this expansion differ from “Greater Hyderabad” ?

HUDA with a much bigger area is a planning and coordinating body whereas the Municipalities basically manage civic services. They have different functions. Even the former HUDA area (1690 sqkm) included the former MCH and all the 12 former municipalities. Greater Hyderabad means that the 12 are merged with the Municipal Corporation of Hyderabad. The expanded jurisdiction of HUDA will include still more Municipalities. Thus the two expansions do not have any direct bearing on each other.

What is the impact on HADA CDA & BPPA ?

This expansion does not make any changes to the jurisdiction of Hyderabad Airport Development Authority Cyberabad Development Authority and Buddha Purnima Project Authority. When the Government constitute a full fledged Hyderabad Metropolitan Development Authority a view will be taken with regard to the above three UDAs which are basically functional units.

Benefits of enlarging the jurisdiction of HUDA.

  1. Master Plan with road network and land uses for the expanded areas.
  2. Balanced development of infrastructure in the metro region
  3. Better integration of sanctioned projects
  4. Region to attract more investment.
  5. Expanded jurisdiction to enable planned development in the Outer Ring Road belts.
  6. High level Board with representation of Ministers for better coordination once the HMDA is set up.
  7. Better access to institutional funding for high level of infrastructure.


The task ahead.

  1. Urgent mapping with the help of Satellite images
  2. Master Plan by engaging reputed consultants.
  3. Regional offices for the convenience of public.


What does this expansion mean to the common man?

As mentioned above the primary and immediate objective of this expansion is to enable preparation and notification of a Master Plan for the extended areas for which presently there is no Master Plan.

Whom to approach for various permissions ?

With regard to development control it is proposed to continue the status quo for some time so as not to inconvenience people and also to gain time to put in place alternative and better systems in future.

The following are proposed:

Layout approvals:

Presently Layout and Subdivision approvals are granted in the expanded areas by the Director of Town & Country Planning (DTCP). The same system will continue until further orders. All the HUDA layout norms shall apply to the extended area and therefore the DTCP shall approve layouts only with HUDA norms. The DTCP shall levy and collect Development Charges as per Andhra Pradesh Urban Areas (Development) Act 1975 and remit the amounts in the accounts of Hyderabad Urban Development Authority on monthly basis.

Building Permissions:

With the expansion of the jurisdiction of HUDA all the rules and regulations made under the Andhra Pradesh Urban Areas (Development) Act 1975 and Government orders that apply to HUDA shall automatically extend to the additional villages. The DTCP shall be the competent authority to exercise the powers under these provisions. Wherever the DTCP or Government have delegated certain powers to the Gram Panchayats the same shall continue till further orders.

For all building permission in the area Development Charges and all other charges and fees that are payable in HUDA area shall be automatically extended. The DTCP shall remit the Development Charges collected in the account of HUDA at monthly intervals.

For all other permissions and No- Objection Certificates as are presently required to be taken from HUDA applications shall be made to the DTCP till further orders and the DTCP shall follow HUDA norms.

Pending applications:

All pending applications shall be examined as per Andhra Pradesh Urban Areas (Development) Act 1975 rules and regulations.
