Fair use rationale for Image:Sherlock holmes in washington.jpg[edit]

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in Wikipedia articles constitutes fair use. human smuggling[edit]

Another World War II cliché comes into play in the form of the Washington housing shortage, meaning that the debutante, rolled up in a rug, can be smuggled out of the apartment in her aunt's home that's being renovated for her.
