Date of incorporation[edit]

Is there any citation for the claim that Sumner was incorporated 1891? A plaque at 906 Cherry Street, consulted 11 November 2007, says "Incorporated as a City 1901". Perhaps it was incorporated more than once, possibly the first time as something other than a "city"?
