Updating the page: 2008 and 2010[edit]

Hi Wiki-people! Much to my surprise, I am finding apparently-reliable confirmation that the law was changed in 2008 and 2010, and that under the new law, ATF is permitted to share detailed gun-trace information, in bulk, with some law-enforcement agencies outside ATF, for use beyond only the prosecution and investigation of individual crimes. ATF (apparently) still cannot share information with the public or with academics who are not law-enforcement, and patterns and inferences still cannot be used in lawsuits against gun-makers. But it seems that the changes have removed some of the worst aspects of the Tiahrt Amendment.

So I'm adding the new information to the article.
