Before stubbing out the entire inventory of radio stations, you may want to look at this,

Even if the parent group is notable you may or may not be able to find notable events large enough to enumerate all the stations. Not sure if they want Wiki to be like a yellow pages or industry directory as related discussions have come up regarding wiki pages on software products etc. Media may be handled differently and I guess you could make some argument that it is inherently notable but self-citations can be a problem as can press releases etc. Consider the sources you intend to use to establish notability.
