What's the status of UTSL?[edit]

Do anyone know what's the status of UTSL? On vde webpage i find a reference manual for UTSL programming. The project webpage in the manual is down and in web i can't find any things to use this language. For using UTSL in own projects with the reference manual i need something like a library.
