based on Scheffer's publications, it seems clear he was working for Fish and Wildlife straight through until 1969. There was no entity called the "Bureau of Fisheries" during Scheffer's career-- that bureau had folded decades earlier. The previous cited link, a finding aid for a photo collection at Univ. of Washington special collections, is simply incorrect. I've fixed the chronology based on which govt agency sponsored his publications, which should line up with the agency that employed him. These publications are cited in the new citations I added, and are available online on archive.org.
