This is a very poor description of the Waziristan accord and its mission seems to be to portray it as a victory for the "taliban terrorists". Maybe because its written by an Indian.
Perhaps its too difficult for foreigners to accept that this accord ended a very damaging foreign-inspired fight between Pakistani tribals and Pakistani government.
