The article says that 'Gauthier Destenay asked for Bettel's hand in marriage', but that isn't the correct English term. 'Ask for someone's hand in marriage' isn't just a fancy way of saying 'propose to someone'. It means a man asking a woman's father (or other male relative) to let her marry him. The man is then 'given' her hand, as if she is a piece of property to be passed on from male to male. For obvious reasons it now sounds out of date (and sexist), at least in Western countries such as Luxembourg. In this case I can't imagine the father's consent was required or requested, especially since Bettel is 41 and both partners are male. I've therefore corrected this to 'in August 2014 Gauthier Destenay proposed to Bettel, who accepted.'
