On twitter someone mentioned it is probably referring to his cousing
"That is probably a reference to Rav Yaakov Zundel Kroizer, who has a well known sefer on eruvin and I believe was in charge of the yerushalayim eruv. They were related - I'm not sure exactly how, but not the same person."
