This list is very out of date and doesn't match the Gold Coast City either. However, it is hard to add the missing ones without a clear insight into the purpose of the current 3 section format Is there any basis for the 3 sections here? In particular, suburbs-vs-localities. If there is a common way of organising the suburbs/localities by region (e.g. by the Gold Coast City Council or similar), it seems reasonable to mimic that here, but otherwise wouldn't a straightforward alphabetic list be more useful to the reader?
