"He had a tour from 1961 to 1964 in the OP-06 organization in OpNav, then served as Commander Fleet Air Norfolk during his first flag tour.

In 1966 Admiral David L. McDonald, the CNO, chose Richardson to command Task Force 77 during carrier air strikes against North Vietnam. In that billet, Richardson did much to integrate intelligence, planning, and operations."

Assistant DCNO (Air) (1967)[edit]

After serving as Commander Task Force 77 during 1966, Richardson continued to champion integrating intelligence, planning and operations.

US Naval Institute Oral History Project confirm following:[edit]

USS Liberty (AGTR-5) before Six-Day War attack incident while supporting NSA mission.

USS Liberty was attacked during the Six-Day War among Middle East countries on 8 June 1967.  During this incident, the Chief of Naval Operations (CNO) was faced with a Zero-Sum Game decision to deploy Sixth Fleet's Naval Aircraft resources to help repel unknown attacking forces.  

This event resulted in reactivating retired CDR Grace Hopper during August 1967.

Major Commands (1968-1972)[edit]

Commander United States Sixth Fleet (August 1968 - August 1970)

This tour was notable for his role in creating the Ocean Surveillance Information System (OSIS) to help monitor Soviet naval operations.

Deputy Commander US Pacific Fleet (1970 - 1972)

He directed integration of an automated Sea Surveillance System for Anti-Submarine Warfare (ASW) Naval Control and Protection of Shipping (NCAPS) into the World-Wide Command and Control System (WWMCCS).

Retired during 1972 but remained active in roles involving the Office of Naval Intelligence (ONI) communities. For example, see Stalwart-class ocean surveillance ship. MarineTraffic is an ASW-NCAPS derivative.
