Baltimore County, Maryland is a Charter County governed by an elected County Executive and seven-member County Council. The Council meets in a regular Legislative Session every month and meets as a committee of the whole on the Tuesday prior to each session. The County Council is responsible for adopting an annual balanced budget, which must be adopted on or before June 1 in each year.

In 1957 the County became a charter county. Prior to this the County Council operated as the Board of County Commissioners.
