The city of Callao is made up of a province:

The constitutional Province of Callao is divided into seven districts, which are administered by the Provincial Municipality of Callao, being one of the most densely populated, although it also houses unpopulated areas such as San Lorenzo Island (the largest island in Peru). Their districts have a mayor, who together with his councilors is in charge of ensuring the well-being of each district, except in the district of Callao where the provincial mayor performs a double function. As additional information, since this province has a political organization equal to a department, the Chalacos elect a regional governor, who performs very different functions than the provincial mayor.
