Sorry, but I do know why - I blocked the IP temporarily for posting serious BLP violations which I subsequently revision deleted. I'm unable to link to them, because they have been deleted, so you would not be able to read what the IP posted. Please be responsible for your own actions. If you don't know why you reprimanded the ip then other admins will also be none the wiser. Please be better informed in the future.
