I will contact User:Lar to ask why this rangeblock was placed. Looking at your editing history, you will probably be eligible for IP Block Exemption status, which will allow you to edit through this block. This range block is to address persistent vandalism from a particular user. I do not see a correlation to that user, and see no CU related reason not to grant an IPBE.
