I think that is not an efficiency to delete stuff just because. Isn't obvious that the city of Huliaipole real? Therefore it is possible that there are some people that live or originated from it. Why to delete such category? It is not an empty category. I can understand the reason for deletion of an empty category, but other than that it doesn't make sense.
