Yes, you could just go ahead and create it. But you will run in to lots of opposition and there's a high probability it will get deleted again.
What I recommend is a two-fold process. First, create the article within your own userspace. You can read about your userspace at WP:USER. You can create the article by going to User:Iaindb/Powercorp. Having it in your userspace doesn't mean it won't get deleted, but it's *far* less likely to be bothered.
While you're working on the article in your userspace, find a couple WikiProjects that might be able to help. If you show lots of good faith by inviting others to create the article with you, it's more likely to pass muster. I suggest reviewing WP:WikiProject to see who might be able to help.
